How many times have you been rushed put a program in place, not a process, to later see that it had fail? No one can understand what whet wrong.
One example that I can think of is the time when I was a safety consultant. One of the projects that a project manager offered a bid on and won was development of JHA’s. This project manager had no concept of what a JHA consisted of. It was a rush-rush job that just had to be completed in a certain amount of time. We started the project and realized that this job was larger than expected. There were around 3,000 specific jobs that had to be completed. Our time limit was 3 months. The project manager was told that JHA’s could not be developed as professionally as they should be. “No problem, just develop what you can and we will worry about this later.” Sound familiar? The team developed the JHA within the time frame, a significant task, as well as we could. At the completion of the project we were ready to implement the JHA in to the system and were told that we had to wait. The current safety manger had just left the company and they may be going another direction. However, the customer told us that they would keep them and implement themselves. Several months go by and JHA’s were not implemented.
On another subject is Behavior-Based Safety. Great sales professionals are suggesting that this is the “Magic Bullet” and some companies are falling for this sales speech. However, from many Safety Professionals that I talk to, tell me that these systems are put in place and as the management support shifts to other projects, the BBS process starts to fade away. The attention that was once high on their priority list (not a value) has shifted.
Another check in the box!! This is something that a company can say that they have accomplished.
